MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

HELD ON MONDAY 14th NOVEMBER 2022 IN THE MEMORIAL HALL, PENSFORD

Present: Mr P Baxter, Mr M Daniels, Mrs S Grimes, Mr T Heaford, Mrs J Stephenson (chairman), Mrs J Gully, Mrs T Jones, Mrs H Richardson (Clerk) and 2 Members of Public.

33.2. Declarations of Interest: None

33.3. The Minutes of the Meeting held on Monday 10th October 2022 were agreed as a true and fair record and the Chairman signed them.

33.4. Planning:

a) Applications to consult:

i) 22/04091/TCA. (Tree Works Notification in Con Area). Newbridge House, 198 Hunstrete Lane, Woollard T1&T2, two Ash trees approximately 6 meters in height situated behind and close to property. They both have Ash die back and therefore require section felling to ground level. This leaves one remaining ash adjacent to these which does not appear to be showing any signs yet of ash die back.
The Parish Council resolved to SUPPORT the application.

b) Decision Notification:
i) 22/01881/FUL: Brantfell, 14 Woollard Lane, Publow: Renovation and extension of existing dwelling. Erection of new two-storey front porch extension and rear two-storey extension. Raising of existing roof height and alterations to roof shape. Demolition of existing structures. PERMIT

ii) 22/03428/ADCOU: Unregistered Farm Buildings Adjacent To Sandhills, Birchwood Lane, Publow: Prior approval request for change of use from Agricultural Barn to Dwelling (C3) and associated building operations. REFUSED

iii) 22/03521/FUL:13 Hillcrest, Pensford. Two storey side extension and rear decking, formation of 3 No parking spaces to side. WITHDRAWN

iv) APP/F0114/W/22/3297874: 21/00606/FUL: Land Adjacent To River Chew, Hunstrete Lane, Woollard,: Change of use to dual use (agricultural/commercial) and site Shepherd’s hut used ancillary to Bell Farm Alpacas and as cafe (Retrospective). APPEAL DISMISSED

33.5. Matters for Discussion / Decision

a) The Parish council considered the locations of the Parish Council bins and resolved that they should all remain in place, however their usage would remain under review. Five volunteers had stepped forward to empty the bin on a regular basis and each volunteers’ workload would also remain under review, particularly in the summer months with the extra visitors to the Parish. The Parish Council approved expenditure of £1006.93 to the Pensford Memorial Hall being 50% of the waste removal costs for two years from April 2021 to March 2023.

b) The Parish Council resolved to purchase to ANPR cameras and signage using CIL funds. An allowance would be given to each host to cover electricity costs and reviewed annually.

c) The Parish Council approved a grant application of £40 for Dial a Ride for the 2023-24 financial year.

d) The Parish Council considered the ownership of a tree on the boundary of the allotments. Councillors would visit the site and the deeds would be consulted to establish whether the council owned the tree, If so, it would be necessary to conduct a tree survey.

e) The Parish Council considered another complaint regarding Ash Tree shreddings in the Allotments. It was agreed that the allotment holders would be told that they should not request further shreddings and that they should disperse the pile of shreddings that were already there. Expenditure would be approved for a combination lock to be attached to the allotment gates.

f) The Parish Council accepted the Local Government Association pay settlement in respect of the Clerks Salary with effect from the 1st April 2022 (SCP 25)

g) The Parish Council put forward figures for the first draft of the 2023-24 budget, to be discussed again next month.

h) The motion to consider the use of the Old School Rooms (formally known as the Church Rooms) as a venue for Parish Council meetings, was postponed until the next meeting as the proposer was not in attendance.

33.6. Financial Matters

a) The Financial Report was accepted.

a) Remembrance Sunday – The event was very well attended, and all went according to plan. Funds raised from Teas & Coffees were given to the British Legion
