MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 6th May 2024 in the Memorial Hall, Pensford

EXTRA MEETING
Present: Mr P Baxter, Mr S Filer, Mrs S Grimes(Chairman), Mr S Grimes, Mrs T Jones, Dr L Malt, Mrs J Stephenson, Mr Paul May(Ward Councillor), Mrs H Richardson (Clerk) and 31 Members of Public.

Public Participation:
Residents raised concerns about a proposal to use a property in Hillcrest, as a CAS-2 accommodation.

The Ward Councillor outlined the proposal and why his concern led him to alert the Parish Council. He had already responded to the proposal and asked B&NES to delay any decision until the Parish Council had been able to meet and submit their response.

50.3. Matters for Discussion / Decision

a) The Parish Council resolved to write to the Ward Councillor, The Head of Housing, B&NES, The local MP, and the Property Procurement Officer at NACRO to strongly OBJECT to the proposal to use a property in Hillcrest as CAS-2 accommodation.
The location contravenes NACRO Website which says they will not consider properties in remote areas, villages or small towns.
The location is unsustainable with limited shops, services and transport links.

Occupants would need a car, but the property has limited parking and therefore occupants vehicles will add to the parking problem that is already observed in the village.

The 3-bedroom property is a family house with a garden, in a family estate, and using it in this way prevents a family from living in it when there is already a local shortage of affordable family homes..

There are limited employment opportunities.

The neighbouring properties are occupied by families and sheltered accommodation which the NACRO website states they would avoid.
