MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL HELD ON MONDAY 18th AUGUST 2025 At 7:00PM IN THE MEMORIAL HALL, PENSFORD
Public Participation – Members of Public raised 3 questions
1. A member of the public asked regarding the approval of new amended new footpath route. Legal requirement is 2m wide footpath – how do we get around this? Parish Council responded to say they could possibly move an allotment along onto the old footpath and they have been told by BANES they have looked at the footpath and they believe it is wide enough.
2. Application for new submitted footpath is shorter than the old one. Was the measurements being taken from the allotment gate rather than the public road? On the plan it says from the gate and therefore a deduction of 46m as taken from gate and not from the road.
3. How long will the Parish Council pursue this as this could take several years? The Parish Council said they will pursue this as long as necessarily as long as in the interest of the overall parish.

Decision Notification Announced:
25/00605/FUL: Kensington House , Pensford Hill, Pensford: Raising of roof in upstairs eaves room with hipped roof and lower ground floor side extension with roof terrace, glazed aluminium veranda and steps. PERMIT

Matters for Discussion:
To approve the proposed new route for the diversion of footpath CL17/40 to be submitted to B&NES as an amendment to the Public Path Orders application pack submitted in March 2025.
It was agreed to postpone the decision on this until the next Parish Council Meeting.
A public meeting will be held for anyone to attend to discuss the proposed new PROW route. The meeting will be held with clear rules and objectives. No abuse will be tolerated. It will be to discuss the proposed new PROW route only and it should be clear there is no link between possible future plans of the land offered in exchange for the change of route for the existing PROW . This meeting should be held before the next Parish Council meeting.
Tracy and William will work together to organise a date for this meeting.
Steve G will find out about how long the current application with BANES has before it expires.
To confirm that no member of the public has any 3rd party interest in any part of the proposed route passing over the allotments.
This is also being postponed.

Enforcement have put a stop notice on some illegal building work on Birchwood Lane. Paul May will keep us updated.
Issue around local plan options are going to be produced on 3rd September to go to cabinet on 11 September so we will hopefully know what the plans are for Whitchurch. Paul will keep us updated.
