MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL HELD ON MONDAY 13th JANUARY 2020 AT MEMORIAL HALL PUBLOW LANE PENSFORD
Present: Chairman: Mrs J Stephenson Mrs J Gully, Mr M Daniels, Mr S Filer, Ms J Flower, Mr T Heaford, Mr P Baxter, Mrs S Grimes, Mr T Jones, Mrs T Jones & Cllr P. May (B&NES) and Mrs H Richardson (Clerk)
There were 7 Members of the public present.
1.1. Members of the Public: – A Resident requested that the Parish Council declare a Climate Emergency. B&NES and other parishes have already done so. It was agreed to discuss this at the next meeting.
1.2. Apologies for Absence were received from Mrs D Custance.
1.3. Notification of any Members’ personal or prejudicial interest in any item on the Agenda: Mr P Baxter & Mr M Daniels (10.ii) Payments to be authorised.
1.4. The Minutes of the Meeting held on Monday 9th December 2019 were agreed as a true and fair record.
1.5. An update on District Matters.
(i) Mrs Sue Grimes had agreed to speak on behalf of the Parish Council at a special council meeting regarding future of the Joint Spatial Plan
1.6. Updates on current matters:
a) Allotments: Allotment Agreements were being reviewed and two more plots had been let.
b) Memorial Hall: The working group set up to consider the Tennis Clubs proposals to renovate rooms that are currently unused, had met and discussions were ongoing.
c) The Tennis Club: An extraordinary meeting had been arranged for Wednesday 15th January. They were still awaiting a confirmation from the Memorial Hall Committee confirming the extension of the lease.
d) Defibrillator Update & Defib Awareness Session: It was reported that one of the defibrillators was used on Boxing Day for the first time since they were installed in 2011. New pads were ordered, but there was a gap of a few days when the Defibrillator was not operational. Expenditure of £124.20 was agreed to purchase a spare set of pads & responder kit so that pads can be replaced immediately if a defibrillator is utilised. (This is in addition to the £124.20 to be approved retrospectively in 1.10.ii)
It was reported that two defib training sessions had been arranged: Monday 27th January in the Memorial Hall at 6.30 pm and Wednesday 5th February in Woollard at 6.30 pm
e) Community Speed-watch: update postponed to February meeting.
f) finger posts: Vegetation has been cut back and further investigations have found that over the years the finger post has been buried in grit and two road signs (road narrows & Caution cyclists) which appear to be quite unnecessary have been installed there. The Parish Council asked the Ward Councillor if he could request that the two road signs are removed, and the grit taken away and that a kerb is installed to protect the fingerpost.
g) Vintage Phone Box: a few locations had been identified with the favoured position being on private land, further updates would be provided once the landowner had been consulted.
h) Pensford Village Green: It was reported that highways were unlikely to reduce the quote for the feasibility study however the Cabinet Member for Transport Issues has asked the officer to consider including the feasibility study in the list for the 21/22 budget. It was noted that this may by too late for the Parish Council to use the CIL funds within its deadline.
1.7. Matters for Discussion/ Decision:
a) The Parish Council agreed the Pension arrangement for the Clerk, in line with Legislation.
b) The Budget for 2020/2021 was agreed and the precept request of £15,777 was approved. This represents a 11.1% increase from last years precept request of £14,200.
c) The Parish Council considered a request from a resident to investigate the viability of mains gas supply to the village. It was agreed that the Clerk should make enquiries to establish the costs involved.
