MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

HELD ON MONDAY 25th JULY 2022 IN THE MEMORIAL HALL, PENSFORD

Present: Ms J Flower, Mrs S Grimes, Mr T Heaford, Mrs T Jones, Dr L Malt, Mrs J Stephenson (Chairman), Cllr P. May (B&NES) Mrs H Richardson (Clerk) and 5 Members of Public.

Public Submissions: A representative from POKE (Protect Our Keynsham Environment) asked the Parish Council to support them financially in their opposition to the Appeal for 21/00419EFUL Resourceful Earth and asked for a grant for £400. (30.5e)

30.3. The Minutes of the Meeting held on Monday 13th June 2022 were agreed as a true and fair record and the Chairman signed them.

30.4. Planning:

a) Applications to consult:

b) Decision Notification:
i) 22/01990/FUL 69 Hillcrest Pensford: Erection of single-storey extension following demolition of existing extension/outhouse. PERMIT
ii) 21/04301/FUL: Publow Farm, Blackrock Lane, Publow. Internal and external alterations including the relocation of the existing access gates and construction of a new stone wall and oil tank/ bin storage area. PERMIT
iii) 21/04302/LBA. Publow Farm, Blackrock Lane, Publow: Internal and external alterations including the relocation of the existing access gates and construction of a new stone wall and oil tank/ bin storage area: CONSENT
iv) 22/01742/FUL. The Field Old Road, Pensford: Repairs and refurbishment of existing former agricultural buildings (part retrospective) PERMIT
v) 22/02189/ADCOU Butts Farm, Parsonage Lane, Publow: Prior approval request for change of use from a single-storey agricultural building into a 4 to 5 bedroom detached dwelling and associated operational development. WITHDRAWN

c) Notification of Appeal
i) Appeal Ref: 22/00047/RF Application Ref: 21/00606/FUL: Land Adjacent To River Chew Hunstrete Lane, Woollard: Change of use to dual use (agricultural/commercial) and site Shepherd’s hut used ancillary to Bell Farm Alpacas and as cafe (Retrospective).
The Parish Council agreed that their previous comments still stand and would not make a further submission.

30.5. Matters for Discussion / Decision

a) The Parish Council discussed projects for Clean & Green Week and a list of areas that need attention would be sent to the Ward Councillor.

b) The Parish Council agreed to support a request for a 20mph restriction on Publow Lane.

c) The Parish Council approved the amendment to the Privacy Policy

d) The Parish Council reviewed the Data Protection Impact Assessment for installing ANPR cameras.

e) A grant of £400 was approved for Protect our Keynsham Environment (POKE) to support their opposition to Planning Appeal ref 22/0038/RF

f) The Parish Council discussed the arrangements for emptying of Litter Bins and the current arrangement was not able to continue.  It was suggested that volunteers empty the bins in the short term and a more permanent solution would be discussed at the September meeting.

30.7. B&NES: The Ward Councillor reported that there were problems with WECA and B&NES are continuing with their own Local Plan. He has raised the continued issue of Parking in Publow Lane with Highways and asked for more Double Yellow Lines. He has asked to be included in discussions for work carried out on Stanton Road passed the Narrows, even though its out side of our Parish.
